ACSR Steering Committee
Terms of Reference
To develop a bold vision for Singapore’s cultural landscape in 2025 that seeks
to maximise opportunities in a new world environment, celebrate our unique identity
and diversity, and meet the evolving aspirations of our people.
To review existing strategies, and develop new strategies, that will harness
arts and culture to:
a. Transform Singapore into Asia’s most liveable city — a leading cultural capital
in Asia, and an endearing home for Singaporeans and global talents who choose to
live and work in Singapore — as envisioned by the Economic Strategies Committee
(ESC);
b. Enhance innovation, complement existing growth strategies and explore new growth
areas, both in the creative industries and across various economic sectors;
c. Realise the creative capacity of our people, and meet their aspirations toward
a higher quality of life; and
d. Strengthen our national identity, social fabric and sense of belonging across
all communities and segments of the population; and
To guide the Working Committees, which will be set up as part of the review, in
the formulation of breakthrough recommendations for each of the key areas.
