ACSR Background and Structure
The ACSR was initiated by the Ministry of Information, Communications and the Arts
(MICA) and announced in Parliament in Mar 2010.
Impetus for Review
MICA viewed that a review of its cultural strategies was timely, given our evolving
economic, social and cultural contexts – a highly competitive global environment,
demographic changes such as an aging population, as well as emerging trends such
as new media. In this new environment, arts and culture would play an increasingly
important role in:
- Distinguishing Singapore from our Asian counterparts in the global competition
for talent, investment and international attention; and
- Engaging our people to build a stronger sense of national identity, rootedness
and social cohesion.
ACSR Steering and Working Committees
The ACSR is led by a Steering Committee chaired by
Mr Lee Tzu Yang, Chairman for the School of the Arts. Four Working Committees were
also set up to support the work of the ACSR Steering Committee
Unlike previous master-plans, the Advisory Council on
Culture and the Arts (ACCA) and Renaissance City
Plans (RCP), the ACSR is led by the private and people sectors, with
70 participants from the arts and culture community, industry, government and
grassroots represented across the Steering and Working Committees. The Committees have each met 8-11 times from September 2010 to January 2012, to brainstorm ideas to achieve the ACSR’s vision, consider the public’s feedback on their preliminary recommendations, and finalise the ACSR’s proposals.
